Enforcing 'secure communities' cannot possibly actually work in a nation where citizens are not required to carry papers but documented immigrants must; it leads to someone brown who is not carrying papers being suspected of being an undocumented immigrant and indefinitely detained for failure to have papers, even if they are in fact a citizen and not required to carry papers. And conversely, someone white can claim to be a citizen and nobody will every check into whether or not they are.

And the alternative of forcing citizens to carry papers is... well, papers please! Better to scrap the law entirely.
